Delaware County Sheriff’s officials say a Stamford man is in custody for a second time in the past year for allegedly selling heroin in the village.

Investigators say 24 year old Miguel Santiago is one of two people arrested on sealed indictments by Deputies along with the New York State Police March 6.

Santiago is charged with two counts of criminal sale of a controlled substance and one count of endangering the welfare of a child while 24 year old Courtney Rossman is charged with endangering the welfare of a child and marijuana possession.

Authorities say that the pair allowed heroin sales to take place while a child was present.

Last June, Santiago was arrested by Sheriff’s Investigators and charged with two felony counts of criminal sale of a controlled substance following two, unrelated, heroin traffic investigations.

Santiago has been sent back to the Delaware County Jail without bail while Rossman was released on her own recognizance to await her next court date.
