The news comes as the Broome County Health Department has been issuing advisories about possible community-spread at restaurants and gatherings since the end of June.

Health officials say they are keeping a close watch over the ratio of spread of the virus as the Southern Tier moved into phase four of reopening at the beginning of the month.

Over the past several days, the rate of infection in Broome has grown from around .7% July 17 to 1.9% July 19.  If the rate of spread reaches a certain point, New York may choose to dial back on the reopening of an area.

Over the weekend, the Tioga County Health Department advised someone at the Blue Dolphin diner in Apalachin July 12 between 1 and 2:30 p.m. had tested positive.  Anyone at the restaurant during that time should self-quarantine until July 26.

Tioga County reports two new cases for a total of 178 and 24 deaths.

New York Governor Andrew Cuomo July 20 reported 519 new cases of the coronavirus and eight deaths.
