The Broome County Sheriff's Department released this charges and arrest report on August 26, 2026. Activities and arrests are listed below. Persons accused of any crime are considered innocent until proven guilty.

Multiple Traffic Violations

40-year-old Jesse Briggs of East Syracuse, New York, was charged with Driving While Intoxicated (1st Offense), Operating a Motor Vehicle w/ BAC >.08 (1st Offense), Reckless Driving, and Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd Degree, along with multiple traffic violations, following a traffic stop in the Town of Union.

Criminal Possession/Other Charges

Joshua Cleveland from Binghamton was charged with Criminal Possession of a Controlled Substance with Intent to Sell in the 5th Degree, a Class D Felony, Obstructing Governmental Administration in the 2nd Degree, and False Personation,  following a traffic stop in the Town of Union.

Following a traffic stop in the Town of Union, Samantha Carpenter, age 30 of Endicott, was charged with two counts of Criminal Possession of a Controlled Substance in the 7th Degree, and Obstructing Governmental Administration in the 2nd Degree.

Cassandra Cain was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a warrant execution in the City of Binghamton.

Edward Oczkowski, Jr. from Binghamton was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the City of Binghamton.

39-year-old Edward Blatchford of Endicott was charged with two counts of Criminal Possession of a Controlled Substance in the 7th Degree, Obstructing Governmental Administration in the 2nd Degree and Criminal Use of Drug Paraphernalia in the 2nd Degree, following a narcotics investigation in the Town of Union.

Darren Clouser, age 52 of Endicott, was charged with Criminal Possession of a Controlled Substance in the 7th Degree and False Personation, following an investigation into a domestic incident in the Town of Union. He was also charged with Criminal Mischief in the 4th Degree, following a separate investigation into property damage in the Town of Union.

Sexual Abuse

Following a sex abuse investigation in the Town of Chenango, Ryan Hudak of Vestal was charged with two counts of Sex Abuse in the 1st Degree, Class D Felonies.

Rape 2nd Degree

19-year-old Ethan Kasmarcik from Endicott was charged with two counts of Rape in the 2nd Degree, Class D Felonies, following an investigation in the Town of Union.

Burglary

Logan Watkins, Sr., age 33 of Binghamton was charged with Burglary in the 3rd Degree, a Class D Felony, following a burglary investigation in the Town of Chenango.

Traffic Violations

Following a traffic stop in the Village of Endicott. Kareem Davis of Binghamton was charged with DWI (previous conviction within 10 yrs) and Aggravated Unlicensed Operation of a Motor Vehicle in the 1st Degree, Class E Felonies, along with multiple traffic violations.

45-year-old Daisy Saracino from Johnson City was charged with Driving While Intoxicated (1st Offense) and Operating a Motor Vehicle w/BAC>.08 (1st Offense), along with multiple traffic violations, following a traffic stop in the Town of Dickinson.
