This list of arrests and charges was released from the Broome County Sheriff's report on April 23, 2026. Activities and arrests are listed below. Persons accused of any crime are considered innocent until proven guilty.

Grand Larceny

This week's report begins with Devon Garry of Johnstown, New York, charged with Grand Larceny in the 4th Degree, following a larceny investigation at the Broome County Correctional Facility.

Also charged with Grand Larceny in the 4th Degree - 34-year-old Toney Barbieri from Binghamton, following a larceny investigation at the Broome County Correctional Facility.

Following a larceny investigation at the Broome County Correctional Facility, Danny Wilkins, age 19, was charged with Grand Larceny in the 4th Degree.

Isaiah Johnson of Binghamton was also charged with Grand Larceny in the 4th Degree, following a larceny investigation at the Broome County Correctional Facility.

Criminal Possession

Following a traffic stop in the Town of Dickinson, Raymond Kennerup from Windsor was charged with Criminal Possession of a Controlled Substance in the 7th Degree.

Kaysi Russell of Binghamton was charged with Criminal Possession of a Controlled Substance and Criminal Use of Drug Paraphernalia in the 2nd Degree, following a traffic stop in the City of Binghamton.

Reported this week - 45-year-old Sean Stevens, charged with Criminal Possession of a Controlled Substance in the 7th Degree following a narcotics investigation in the City of Binghamton.

55-year-old Deborah Phillips from Endicott was charged with Criminal Possession of a Controlled Substance in the 7th Degree, following a traffic stop in the Town of Chenango.

Criminal Contempt

Following an investigation into a domestic incident in the Town of Chenango, Daniel Doebler of the Town of Chenango was charged with Criminal Contempt in the 1st Degree and Assault in the 3rd Degree.

Assault

This week's Broome County Sheriff report noted that Markez Butler from Binghamton was charged with Assault in the 3rd Degree following an investigation into a domestic incident in the Town of Dickinson.

Criminal Trespass

30-year-old Amethyst Obeirne of Endicott was charged with Criminal Trespass in the 3rd Degree, following a trespassing investigation in the Town of Union.

Obstructing Governmental Administration

Kelvin Lebron, Jr. from Binghamton was charged with Obstructing Governmental Administration in the 2nd Degree along with multiple traffic violations, following a traffic stop in the City of Binghamton.

Forgery

Charged with Forgery in the 2nd Degree and Failure to Register as a Sex Offender - Joseph Santiago, following a forgery investigation in the Town of Dickinson.

Multiple Traffic Violations

Adrian Wagner of Johnson City was charged with Driving While Intoxicated (1st Offense) and multiple traffic violations following a traffic stop in the Village of Johnson City.

Following a traffic stop in the Village of Johnson City, 61-year-old Daniel Snowberger, from the Town of Union, was charged with Driving While Intoxicated (1st Offense),  along with multiple traffic violations.

Petit Larceny

Following a larceny investigation in the Town of Chenango, Gail Heaman of Binghamton was charged with Petit Larceny.
