
City’s Plan Adds Legal Muscle For Housing Enforcement Efforts
Today, October 9, 2025, City of Binghamton Mayor Jared Kraham announced plans for three new positions in the City attorney’s office to expand the prosecution of repeat Code offenders and problem property owners.

The budget adds a new code prosecutor focusing on serious housing cases. In addition, the budget includes a new City attorney position to support the Police Department and Fire Department in public safety matters, as well as a paralegal position to provide legal administrative support.
My administration has changed the way the City is fighting for our neighborhoods, adding resources to hold bad actors accountable and address unsafe housing conditions, persistent blight, and nuisance properties. The code prosecutor position I created shortly after taking office has delivered huge wins for neighborhoods. Binghamton's first dedicated code prosecutor was created in 2022. A second code prosecutor position will expand that work. The dedicated public safety attorney will assist the Police Department and Fire Department in navigating the legal side of public safety issues.
