The Binghamton YWCA has filed a complaint regarding the actions of city police officers following a dispute at the agency's downtown building.

Police were called to the YWCA at 80 Hawley Street Saturday afternoon, according to a statement posted Tuesday on the organization's Facebook page.

The statement indicated a staff member sought help because of a dispute involving two women. One of the women involved is a resident at the YWCA.

After the dispute ended, the resident's former partner was said to have been waiting with her young son for someone to pick him up.

According to the statement, police officers "began to verbally attack" the woman and "without justification" wrestled her to the ground using "excessive force."

The statement said the incident involving the black woman was "horrific." The statement claimed "it was blatant racism and brutality" on the part of police officers.

The YWCA building is located less than two blocks east of the Binghamton police station.

The YWCA statement said a formal complaint was submitted to police Monday.

Following media inquiries, Binghamton police issued a statement Tuesday afternoon reporting 36-year-old Lisa McFarlane of Endicott was arrested following the disturbance.

McFarlane was charged with aggravated family offense, criminal trespass and endangering the welfare of a child. She also faces counts of resisting arrest and harassment.

McFarlane was sent to Broome County Jail following her arraignment.

According to the release from police chief Joseph Zikuski, the department on Monday "received a verbal complaint regarding the incident and a review is underway."

There was no comment from Binghamton Mayor Richard David. A City Hall statement said all complaints are processed through the police department's internal affairs office.
