The Town of Owego Supervisor says the Town Highway Superintendent should be appointed, not elected.

Donald Castellucci says making the position an appointed one would create better communication with the Town Board and make sure the person holding the job has been hired on highest qualifications.

The current Highway Superintendent is Mark Clark and he said the current process allows taxpayers to have a say in who is in charge of Town roads.

Castellucci has complained that Clark is often absent from meetings and does not keep lines of communication with board members.

Castellucci may call a public hearing to decide if a proposal will be put on the November ballot to make the job an appointed position.
