New York Governor Andrew M. Cuomo announced that the second phase of the Prospect Mountain reconstruction project for Route 17 and I-81 through the City of Binghamton has begun.  The $152 million second phase of the project replaces bridges and reconfigures traffic ramps to improve traffic patterns through the area.

In a press release from the Governor's office Cuomo says "this project will not only improve the flow of traffic and make roads safer for drivers, but will also help open the region up to the rest of the state."  Work in Phase II includes reconstruction of approximately nine center lane miles of highway.

Information supplied by the Governor's office indicates that Interchange 4 with exits to Binghamton and Hillcrest will be reconstructed at its juncture with Route 7 and replace the viaduct bridge over the Norfolk-Southern Railroad tracks and Broad Avenue.  A pair of new bridges will be built over the Chenango River in Binghamton.

Work on Phase II is expected to be complete by December 2020.
