The Southern Tier is the biggest loser in the job market according to the latest numbers from Albany.

New York State Comptroller Thomas DiNapoli released a report Friday, August 26 that says total employment upstate rose .3% since June 2009.

That lines up with the 2.2% posted for downstate and 1.9% nationally.

DiNapoli's report  indicates the area around Albany showed the biggest gains outside of New York City, while the other regions have continued losing jobs since the recession ended in 2009.

The biggest losses were seen in the Southern Tier and the Mohawk Valley.
