A Delaware County man is being charged with felony aggravated cruelty to animals for shooting his dog in March and dumping it in the river behind the Hancock Wastewater Treatment Plant.

Delaware County Sheriff's Deputies and Hancock Police say they were called March 26th when someone noticed a dead dog in the Delaware River and a lengthy investigation was initiated.

Sheriff’s officials say 29 year old Donald Kern of Sidney was arrested July 8 after investigators say they found he sold the rifle used to shoot the dog several times at a private sale in violation of the New York State SAFE Act.

He was sent to the Delaware County Jail on $1,000 bail.

Additional charges are pending.
