Binghamton lawmakers are scheduled to hold a public hearing next week on a local law that would revise some police department procedures.

Supporters of the measure - dubbed the "Police Modernization Law" - say the proposal is a response to racially-charged incidents involving law enforcement agencies elsewhere in the United States.

The hearing is to be held on August 19 at 6:30 p.m. at Binghamton City Hall.

Those who have developed the initiative note racial profiling has been condemned by government officials and police administrators.

The law would require the city to maintain policies designed to eliminate such profiling and so-called "bias-based policing."

Data would be collected based on guidelines issued by the Binghamton Human Rights Commission. The guidelines would have to be approved by city council and the mayor.

The law also would mandate cultural competency and procedural justice training for Binghamton police officers.
