A man who was pulled over by state police in Endwell for using a cell phone while driving has been accused of driving while his ability was impaired by drugs.

Authorities say 26-year-old James Sullivan of Endicott was stopped on the George F. Highway near Hooper Road.

State police say they searched Sullivan and the vehicle he'd been operating. Troopers say they found Sullivan in possession of heroin and a hypodermic needle.

Sullivan was ordered to appear in Union town court on May 6.
