A Johnson City man is charged with felony driving while ability impaired by drugs.

Village Police responded to Frank Street at 3:38 p.m. April 15 for a report of a man in a vehicle who had overdosed on heroin.

Police say they found 33 year old Brendan Burr partially out of the vehicle with his feet still on the driver-side floorboard, the vehicle ignition still on and the car not in park.

The overdose reversal drug, Narcan, was administered by another person before first responders got on the scene.

Burr refused medical attention after regaining consciousness.

Police say the charge is a felony since Burr had a prior DWI conviction.

Burr’s been ordered to appear in Johnson City Village Court next week.
