Old E.J. Victory Factory Building Looking for Development Ideas

Broome County is looking for someone to buy and develop a hulking, white factory /warehouse building at 59 Lester Avenue in Johnson City that has stood vacant for years.

The Victory Building opened in 1921 as a factory for the Endicott Johnson Shoe Manufacturing Company and had been used most recently for car and boat storage.  The County took possession in 2014 in foreclosure proceedings.

Officials say a recent code review by Delta Engineers found the building fundamentally sound in spite of its rough exterior appearance.

The County will issue a Request for Proposals August 23^rd and the winning idea will be chosen based on total proposed investment and leverage, purchase price, and success of similar projects.

The 253,400 square foot, five-story building sits on 4.13 acres spanning three lots, has a 20,000 square foot loading dock and a 1,400 foot penthouse.
