A meeting called by the Binghamton City Council Municipal and Public Affairs Committee August 3 to talk about the lack of an extension of a tax break for the Woodburn Courts apartments has not resulted in any agreement.

The mainly senior residents of the building say they fear they will have to leave their homes and owner Pat Luke may sell the property or start taking market-price tenants.

Luke and the City are at odds over who is actively participating in negotiations concerning the Payment In Lieu Of Taxes or PILOT program that expires in 2017.

Binghamton Mayor Richard David says he is insisting that, in order for the apartment building to get an extension or a new PILOT, an investment in improvements at the facility.  Whether that involves actual capital improvements or maintenance appears to be one of the sticking points on that issue.
