The New York State Gaming Commission is meeting in New York City but is not expected to make the final award of casino licenses.

Four areas outside of New York City have been recommended to be licensed for full-service casinos, including Tioga Downs in the Southern Tier.

The Commission is has been looking at the results of the background checks of the would-be casino owners and the review of the project details.

The panel has said it would award the final licenses by the end of the year.

Developments in the Finger Lakes, Catskills, Southern Tier and Schenectady have been recommended for licenses by the Casino Location Board, but the Gaming Commission does not have to award licenses to any of those locations.

Tioga Downs in Nichols has already started construction on its resort expansion.
