Rank and file voting begins in Albany after legislative leaders and Governor Andrew Cuomo worked out an agreement on a $142 billion budget.

The final deal does not increase the minimum wage or provide tuition assistance for students in the country illegally, but it does keep the spending increase for the state under two percent. Income disclosure for legislators is also included as part of an ethics package.

Funding is also being increased for schools, linked to changes in teacher evaluations that had been touted by the governor.

The state’s fiscal year begins April 1.
