One of the nation's largest manufacturers of plastic pipe is getting help from New York State to move from Vestal to West Endicott.

The controversial move by National Pipe and Plastics from Vestal Road to a larger facility under construction on Mills Avenue is going to get a $400,000 grant from Empire State Development.  The money will help the polyvinyl chloride pipe manufacturer to buy new equipment for the Endicott plant.

Some residents in the Endicott neighborhood where the plant is being built have protested the development, citing environmental concerns as well as worries over safety, the impact on traffic and property values.
