New York State may not issue as many casino licenses as authorized by voters.  The committee given the job of awarding licenses is not obligated to issue all four authorized licenses.

Regulators continue to review 16 applications, which include three in the Southern Tier.

Developers and critics have been evaluating the saturated gambling market and could opt to award one license in each of the three regions in line for gambling parlors.  Those regions are the Southern Tiers/Finger Lakes, the Capital Region and the Catskill/Hudson Valley.

The board is expected to make its decision this month.
