Unanimous votes in both the New York State Senate and Assembly have approved a measure sponsored by Senator Thomas Libous of Binghamton, a Republican and Assemblywoman Linda Rosenthal, a Manhattan Democrat makes it illegal to tattoo or pierce dogs and cats.

The sale downstate of so-called 'Gothic Kittens' that had piercings in their backs and necks and the discovery of a tattoo artist in Brooklyn who tattooed his dog prompted the legislation.

Governor Andrew Cuomo was expected to sign the bill into law.

Animal tattoos would only be permitted strictly for identification or medical reasons and could only preformed by a licensed veterinarian or under the supervision of a licensed vet.

Violations would carry penalties of up to one year in jail and a $1,000 fine.
