Tioga County Sheriff’s officials say the Taylor Garbage employee who was killed during a collision on Pennsylvania Avenue in the Town of Owego at 11:30 a.m. November 9 has been identified as 27 year old Sean Tilghman of Endicott.

Reports indicate Tilghman was emptying refuse into the back of the truck when he was killed after being hit by a southbound vehicle.

72 year old Donald Ulmer of Little Meadows, Pennsylvania is charged with aggravated unlicensed operation of a vehicle and is scheduled to appear in Town of Owego Court next month.

This is the second time Ulmer has been involved in a fatal crash.  New York State Police records show that on August 17 of last year, he collided with a motorcycle on Route 434 in Apalachin, killing 43 year old Auburn Lyons of South Gibson, Pennsylvania.

New York State Police had originally considered a vehicular manslaughter charge in the 2014 crash but prosecutors opted not to file any charges.

Meanwhile, Taylor is looking for reduced speeds around work vehicles aside from the state and municipal road maintenance vehicles covered under the Move Over Law.

A spokesman said they are looking to set up meetings with the Tioga County Legislature Chairwoman, Broome County Executive and New York State Senator Fred Akshar.

A memorial service for Tilghman will be held November 15 at Estey, Munroe & Fahey Funeral Home in Owego.  Family will receive friends prior to the service from noon to 1:45 p.m.
