Police say 57-year-old Barry Spencer was arrested following the incident.

Investigators say the crash occurred when police officers were at a disturbance call. A marked police vehicle was parked on the north side of Main Street. Officers were on the sidewalk on the other side of the street when a westbound car smashed into the rear of the parked police vehicle.

Police say Spencer was not hurt in the crash. They say officers observed Spencer was "in an intoxicated condition."

Spencer was charged with driving while intoxicated and driving while intoxicated with a blood alcohol content of .08 percent or more. He also was charged with aggravated unlicensed operation and failure to keep right.

Spencer was ordered to appear in Johnson City village court on March 15.
