Winter alternate side of the street parking in Johnson City is starting later on the calendar but earlier on the clock.

The regulations now would start December 1 instead of November 1 but will be from 5 p.m. to 5 a.m. instead of 2 a.m. to 6 a.m.

The change brings Johnson City's rules into more of a mirror-image of Binghamton's winter parking that has confused residents for years.

With the time change on the restrictions, if the next day is an even numbered day on the calendar, motorists will have to park their car on the even numbered side of the street by 5 p.m. the night before, an odd-numbered calendar day.

In addition, the village is changing the metered zones to prohibit parking starting at 12:01 a.m. instead of 2 a.m.

Mayor Greg Deemie says the change gives plows a fighting chance to get through residential streets, which has been a problem in the past with cars parked on both sides of the street all day with the streets often narrowed by piles of snow at the curb.
