Site preparation work is underway for a $20 million 48-unit apartment complex on Binghamton's North Side.

The project is to be constructed at 435 West State Street, which had been the site of a shopping plaza for many years.

Mayor Richard David says he expects a groundbreaking ceremony will be held within the next week.

The mayor says crews began working at the site a few days ago. The site preparation work will take several weeks.

David says the city encountered "major hurdles" in the efforts to develop the site. A building on the property that had housed a Big Lots store was demolished just over a year ago.

3D Development Group of Amherst has been working with the Binghamton Housing Authority to develop the apartment complex. The project also is to include about 15,000 square feet in commercial space.

New York state is providing $4.7 million in financing for the complex.
