Bob Joseph/WNBF News

The National Weather Service has posted a flood watch for the Twin Tiers.

The flood watch is to be in effect from Thursday morning through Friday morning for the southern tier of New York and northeastern Pennsylvania.

Forecasters say rain will overspread the region early Thursday morning. The rain will become heavy at times from late morning through the evening.

Total rainfall amounts of one-and-a-half to two-and-a-half inches are expected. Locally higher amounts are possible.

Localized small stream and urban flooding is likely. There also may be some minor river flooding across the region.
