Binghamton city government department heads and recently-hired managers are expected to attend an upcoming ethics training seminar.

Mayor Richard David says the program will be held at City Hall next Thursday.

David is "strongly urging" city councilmembers to attend the seminar. He says lawmakers should be familiar with ethical guidelines.

The mayor says he's reviewing Binghamton's ethics code and guidelines to determine whether any changes should be considered.

David says as a new mayor, he wants to send a message to city employees that "high ethical standards are in place."

A representative of the New York Conference of Mayors will conduct the seminar.
