An Endicott man is accused of threatening New York State Police with a rifle after fleeing authorities attempting to stop his vehicle on Pennsylvania Avenue in the Village of Owego.

Troopers say 32 year old Phillip Williams threatened to harm himself and others October 26 and was reportedly armed.

Authorities say the chase that started at 5:31 p.m., crossed into Pennsylvania, where State Police there were also involved.

Williams then drove back into New York where the chase ended on Route 434 in the Town of Owego.

One stopped, Williams allegedly menaced approaching officers with a rifle.

He was arrested following a brief struggle.

Williams is charged with felony criminal possession of a weapon, menacing a police officer and assault as well as misdemeanor fleeing a police officer in a motor vehicle, reckless endangerment, criminal possession of a weapon, aggravated harassment and numerous traffic violations.  He was sent to the Tioga County Jail without bail.
