A Binghamton man is charged with felony grand larceny after being paid $22,000 as a down payment on a new home he never built.

58 year old Timothy Rypkema, operating as Freelance Construction and Concrete LLC, was contracted to build a home on Elmer Hill Road in the Town of Candor but never started construction and did not respond to official letters asking for an explanation.

New York State Police say the contract was signed by Rypkema and the property owner in June.

He was sent to the Tioga County Jail without bail.
