Binghamton Mayor Matthew Ryan unveiled his proposed budget for 2013 last evening.  Unless City Council can find additional cost-savings measures property owners are going to get hit with a tax increase.  Under the Mayor's plan homeowners could pay up to 10.8 per cent more while business property owners face a tax increase of 5.7%.  Ryan says his budget should be viewed as an average over two years since last year Council approved a lower increase than was proposed.  Council members indicate they will work to make adjustments to the spending plan to take more of the burden off property owners.
