Southern Tier residents observed Groundhog Day with several inches of snow that prompted school closings and caused several vehicle crashes.

Police agencies reported mostly fender-bender-type incidents throughout the day Monday.

The New York State Department of Transportation reported its crews were working 12-hour shifts to keep roads passable. Similar snow removal operations were being conducted by other local highway and public works departments.

The National Weather Service office at Greater Binghamton Airport recorded 9.5 inches of snow from the storm. Other sections of Broome County reported between six and ten inches of snow.

The weather service's Winter Storm Warning, which initially was expected to remain in effect until 4 p.m., was lifted a few hours early. Forecasters later issued a Wind Chill Advisory that was scheduled to run through 10 a.m. Tuesday. Wind chills were expected to drop to 15 to 20 below zero across the region.
