Traffic on Court Street in downtown Binghamton late this afternoon was very light as both the City and Broome County have issued a State of Emergency.  Only emergency personnel, public safety and  health workers along with essential govenrment personnel  are permitted to travel on roadways within Broome County.

Mayor Matthew Ryan, speaking with Bob Joseph on WNBF News  this afternoon, said he expects City Hall to re-open at 10 AM tomorrow morning.  Broome County Executive Debbie Preston's directive advises there are to be no gatherings in places of public assembly. Waterways may not be used for recreational purposes until further notice.

Chenango County has also issued a State of Emergency effective at 9 PM tonight in anticipation of downed power lines and trees.  BC Transit Busses ceased operations this evening with the last outbound busses departing the Downtown Transportation Hub at 6 PM.
