Bob Joseph/WNBF News [file][/caption]A controversial piece of legislation designed to change the face of the Binghamton Police force and enhance positive interaction between officers and minorities in the city is getting lively debate.

Dozens of people attended a public hearing August 19 on the Police Modernization Act with both supporters and opponents addressing council.

Several, including Binghamton Police Chief Joseph Zikuski, say the measure is not needed as officers are already held responsible for giving equal treatment to all residents.

The legislation that was debated at the hearing is actually prior to several revisions and another public hearing on more current legislation is expected.
