There still will be no Project Labor Agreement for the repair and renovation work to be done at the Binghamton/Johnson City Joint Sewage Treatment Plant.

Binghamton City Council was unable to muster the super-majority vote needed to override Mayor Richard David’s veto of the PLA.

The override vote played along the same script as the vote that had originally approved the agreement: 4 in favor and three against.

The PLA would have guaranteed work on the $200 million reconstruction would be directed to union contractors.

Republicans said even without the labor agreement, any contractors working on the project would likely seek union labor.

Mayor David said neither a PLA nor an open-bid process would guarantee the work would exclusively be done with local labor but the open-bid method would level the playing field for contractors looking to land the contract.
