Binghamton City Council is not expected to have the five votes needed to override the veto of the project labor agreement from Mayor Richard David.

The Mayor said he put long and serious consideration into his decision to veto the PLA that had passed by one vote in Council, along party lines.

David says neither the PLA nor open-bidding guarantees that only local labor will be used on the multi-million dollar rehabilitation and repairs to the Binghamton Johnson City Joint Sewage Treatment Plant but he felt the open-bid route was best for leveling the playing field.

Council is expected to discuss the PLA veto on December 7.
