Binghamton’s program to give parking ticket scofflaws a bit of a break in settling their debt is now underway.

The City is allowing offenders to pay the 75% of the total cost of a ticket issued before January 1, including any penalties and late fees through the end of September.

Mayor Richard David says motorists who don’t take advantage of new programs to pay parking fines at a discounted rate will find a bright orange, immobilizing boot clamped onto their cars and their names will be publicized.

The City sent parking scofflaws a letter earlier this year, about 8,800 of them, informing them of the discount program and plans to boot offending vehicles.

David says, as of August 3, there were 19,422 unpaid tickets amounting to $1,024,065 owed to the City.

The City is currently working with the New York State Department of Motor Vehicles for permission to publish the names of people with outstanding parking tickets and the amount they owe.

The City is also looking to contract with a collection agency to recover money owed with 34.5% of the collected funds going back to the collection agency.
