Bob Joseph/WNBF News [file][/caption]Binghamton Mayor Richard David says halfway through his tenure in office, he knows he has a lot more work to do.

Speaking on the local public affairs program, Southern Tier Close Up January 9, the Republican says he's pleased with things that have been accomplished in the first years of  his administration and sees continued progress in such areas as infrastructure and public safety.

The Mayor says municipalities are especially facing challenges in paying for services and programs with the state-mandated tax cap but officials are continually looking for savings and alternate funding streams.

The controversial new Executive Order from New York Governor Andrew Cuomo to make sure the homeless are in shelters whenever temperatures fall below 32 degrees is also discussed in length.
