A Binghamton man repeatedly accused of abusing and neglecting animals must register with the Animal Abuser Registry and is banned from possessing any animals for 15 years.

In the latest neglect case, a donkey, goats, cats and foxes were found on a property in the Town of Sanford.

Thirty-nine-year-old John Elmer had also been arrested in 2005 when 48 animals were seized, 86 animals were in Windsor.

Elmer was arrested in April after authorities received complaints of starving animals on Hawkins Road.

Authorities seized 11 animals that had been malnourished and were ill, suffering from parasites and disease.  In addition to domesticated and farm animals, police found silver and red foxes, which are not legal to possess without a proper permit.

Goat carcasses were also believed to be found on the property.

Elmer eventually surrendered about a dozen dogs at the home that had not been immediately seized by authorities due to legal constraints.

The Broome County District Attorney’s Office estimated at least $10,000 had been spent to nurse surviving animals back to health.
