New York State Police say a Binghamton man, who was found sleeping behind the wheel of a running vehicle after crashing into a snow bank on Collins Street in Whitney Point had materials associated with making methamphetamine in the vehicle. 

At around 6:35 a.m. Trooper Matthew Holocek of the Commercial Vehicle Enforcement Unit discovered Cody McNeilly in the vehicle lodged in the snow bank.

Troopers say McNeilly also had a small amount of meth in the vehicle.

He’s charged with felony unlawful manufacture of methamphetamine, possession of a controlled substance and driving while ability impaired by drugs. 

The State Police  Community Narcotics Enforcement Team (CNET) and Contaminated Crime Scene Emergency Response Team assisted with the investigation and processing of the lab components.

McNeilly was sent to the Broome County Jail on $5,000 dollars bail.

Troopers say they are continuing their investigation.
