Investigators said Andino is accused of shooting a 20-year-old man near Murray Street and Gerard Avenue early on October 3.

Police were called at 2:17 a.m. by a person who reported hearing a gunshot. When officers arrived, they found a man lying in the middle of Murray Street. He had been shot in the chest.

The man was taken to Wilson Medical Center. Detectives said he was reported in critical condition October 5.

Authorities said a police officer had noticed Andino in the area of Clinton and Murray streets before the shooting was reported.

That officer was one of the first to arrive at the scene. The information he received along with his earlier observation about Andino's attire helped in the prompt apprehension of the shooting suspect.

Officers took Andino into custody on Thorpe Street without incident.

Andino was arraigned in Binghamton City Court and sent to Broome County Jail.
