Authorities say 37-year-old Ronald Butts of Thorp Street was charged with third-degree obscenity. He also was arrested for violation of parole, a felony.

According to the Broome County Sheriff's Office, an 18-year-old student told a BOCES school resource officer she received a picture via Facebook from a man showing his genitals.

Investigators say the woman said the man in the photo was a "friend of the family."

Police say they determined Butts was the man involved in the incident. They say he was on parole and had an extensive criminal history.

Butts was taken into custody Monday at the state parole office in Binghamton. He was sent to Broome County Jail without bail.
