Binghamton Mayor Richard David is crafting a plan to fix a $4.2 million deficit in the Binghamton Sewer Fund.

The Republican is blaming the administration of former mayor, Democrat, Matthew Ryan for leaving the deficit in the City’s Sewer Fund, which totals $11.1 million and has its own expenses and revenues to cover City sewer upgrades, payments to the Binghamton-Johnson City Joint Sewage Treatment Plant, debt payments and other expenditures.

David’s budget proposal before City Council calls for a transfer of $1.4 million dollars from the fund balance to reduce the $4.2 million Sewer Fund shortfall and stabilize finances.

David says he’s going to also ask for guidance from the office of New York State Comptroller Thomas DiNapoli on how to deal with the problem.
