Albany-area developer Jeffrey Hyman is telling New York State there will be no proposal filed by the deadline for a casino license for a site in the City of Binghamton.

Tioga Downs owner, Jeffrey Gural submitted an 800 page application days ahead of the July 6 deadline to expand the existing Town of Nichols Racino to include table games, a hotel and several family attractions.

With word of the withdrawal of an application in Broome County, executive Debra Preston issued a statement, blaming New York State for placing crippling requirements on the process while expressing the intention of encouraging competition in the bidding for a Southern Tier gaming license.

The New York State Gaming Commission is expected to decide on awarding a license for the region in the fall.
