Vestal Avenue north of East Main Street has been closed as workers using heavy equipment install a new storm sewer pipe.

Village engineer Kent Rapp said an existing 24-inch line is being replaced with a 48-inch pipe.

The project is designed to reduce street flooding that occurs on Loder Avenue near Jennie F. Snapp Middle School after periods of heavy rain.

Rapp said installation of the upgraded line started near the school so the work could be completed before the start of classes this month. He said the project is expected to be completed in mid-October.

Endicott officials had been working to secure federal disaster relief funding for the storm sewer line since the 2011 flood.
